Pedal issues with used Shimpo! Looking for direction to find "Part/s"

I teach an after school art program and recently was "lucky" enough to purchase a used 1978 Shimpo Bantam wheel. My problem for the most part is a speed control problem! It appears that part of the "board" that controls the speed is cracked and broken. Any ideas where I can get a replacement part or a fill-in piece? Any thoughts, ideas and suggestions are much appreciated!!!

. They'll know best if the parts are still available, or if you can upgrade with newer parts.
